A business rule engine is designed to collect and process a variety of business data and automatically execute specific tasks. A workflow engine on the other hand is designed to handle a more complex set of decisions. Depending on the needs of your organization, either option can be a good fit.

A workflow engine is more flexible than a business rule engine. A business rule engine supports a sequential pattern. The next step of the process won't begin until the previous step has completed. This means that a document can't be signed by the boss until the lawyer signs it. This seems rigid and deterministic. A state machine, on the other hand, works asynchronously. Instead of being performed in a predetermined order, each step in the workflow can be triggered by an event. Moreover, state machines allow for more flexibility and scalability.
